Austrian bird identification?

When I was in Austria, near Graz, I saw an odd bird that, while flying, would occasionally stop and hover in mid-air. What is it?
It was a medium to large sized bird.

A kestrel is most likely (I assume you’d know a hummingbird).

Hovering is a popular past-time for many birds of prey. There are plenty of hawks, falcons and kestrels in the area* who could be accused of possible responsibility.

* In the area, in my case, actually refers to northern Bavaria rather than Austria.
